The inquiry in to the racist murder of Stephen Lawrence found that the police was institutionally racist.  The inquiry made many important recommendations.  See the recommendations.

The recommendations from the Stephen Lawrence Inquiry resulted in the amendment of race equality legislation.  Thus the Race Relations Act 1976 as amended by the Race Relations (Amendment) Act 2000 provided a statutory general duty to promote race equality, which applied to all public authorities.  It is this duty that was extended to disability and sex and subsequently to a further five protected groups under the Public Sector Equality Duty.
