With the proposed expansion of the Government’s academies programme, ROTA’s submission to the Inquiry focuses on the following: the balance of decision-making at the individual school level and at the multi-academy trust level and the appropriateness of formal governance structures employed; how the performance of MATS should be assessed. We bring to the Inquiry’s attention the following:

  • The lack of representation and influence Black, Minority Ethnic, & Refugee communities have within the formal governance structures of MATs and its disproportionate impact on BME&R pupils
  • The lack of accountability and transparency on how MATs perform in relation to meeting the equalities needs of the pupils and in meeting its Public Sector Equality Duty (s.149 of the Equality Act 2010).
